Who is the victim?

Briefly an article about a 4.5 lb poodle runs after a jogger nipping at his heals. The jogger first shoved the dog with his foot then stopped to kick the dog and then did it again. The last kick put the poodle in temporary paralysis.

  1. It’s sad about the little dog…it was doing what dogs do. On the other hand, was the runner supposed to wait for the dog to bite him? Little dog teeth hurt too, and who knew the rabies vaccination status of the dog? Who knew if the dog owner would cooperate with the bite victim if an exposure occurred? Control of the dog is the owner’s responsibility. Everyone is a victim in this case, but the dog owner is culpable.
