You might want to change the terminal rectangles to octagons. Back when flowcharts were common an octagon was a STOP / END symbol. Also, you might want to make them bold in terms of the perimeter like your initial box.
This is missing a few arrows, including a feedback loop: accidents cause congestion, and congestion from accidents often causes secondary accidents.
