While https://www.3feetplease.com/ is cool but technically 3 feet is not MD law only safe passing is in our law. But State Highways recommends three feet for safety and the what I have here was produced by SHA and has their logo. Which I think is a significant aspect of this, that is to say it’s not just use crazy cyclists promoting this it is the state of Maryland.
