ANNUAL INSTRUCTIONAL RIDE SERIES !!
IT WON’T BE LONG NOW!! The BALTIMORE BICYCLING CLUB’S Instructional Ride Series will begin with an
orientation to be held on Sunday, April 29, 2007 at 10:30 a.m. at the Dumbarton Middle School in Baltimore
County. Directions to the school are provided below.
This series is offered to anyone over 16 years of age interested in learning basic cycling skills, including doing minor road
repairs and improving as a cyclist. We want to help new riders find a comfortable riding level and develop so they can at
least ride on the BBC casual rides by the end of the series. We also want to give experienced riders who are new to club
riding the opportunity to meet and learn about group riding. The ride series will include at least one NCR (North Central
Railroad) trail ride.
The orientation will include a short cycling safety video. We will discuss bicycles, equipment and clothing and answer
questions about the program. If you bring your bicycle to the orientation, we can check it out for you and show you how
to do a quick pre-ride bike check. The indoor orientation will be held RAIN OR SHINE. Weather permitting, anyone
who wants to do so can join us on a short ride following the orientation. You must have and wear a helmet in order to
ride. The full ride schedule is listed below.

On Thanksgiving Day I remembered a "tent city" of homeless people set up outside City Hall in Baltimore. It was a cold day so Yo and I decided to round up and donate all the spare coats we had. It was our first time visiting. It is a very well organized community. Civilized, kind and constructive. While everyone was so very grateful for what we brought, I have to say that our coats were all a bit on the small side and didn’t fit as many people as we hoped. We also learned that they could use blankets.

The hearing for the Right-of-Way Penalties bill is scheduled for
1 PM on March 6, 2007. It will be held in the Environmental
Matters Committee Hearing Room of the House of Delegates
Building in Annapolis.
We encourage everyone who is able to attend to be there to show support for
this bill. Many of the committee members are our friends and support our
goals. We need to be polite and respectful while attending the hearing and
lend our support to our friends on the committee and persuade all committee
members to vote for HB 827.
Bike thefts in George Town DC
Baltimore may want to keep an eye out for similar activity to bike thefts taht are going on in the DC area. Wash Cycle ( https://washcycle.typepad.com/home/2007/02/georgetown_bike.html ) reported the following
"When he returned, the bike was gone and his twisted Master lock was left on the ground. There was also an empty suitcase nearby.
The police informed my son that groups of thieves troll campuses in the city with suitcases of tools, steal bikes and then travel out of state to sell these bikes at used bike stores. The impression was that the thieves are professionals.
Last week, while walking through Red Square, my son found another Master lock on the ground, twisted and damaged in the exact same manner as his lock."
So keep an eye out for people loitering near bike racks

Making it a misdemeanor for a person to cause the death of another as a result of the person’s driving, operating, or controlling a vehicle or vessel in a criminally negligent manner; establishing the circumstances under which a person is considered to act in a criminally negligent manner for purposes of the Act; establishing that it is not an offense under the Act for a person to cause the death of another as a result of the person’s driving, operating, or controlling a vehicle or vessel in a negligent manner; etc.

It does not look like we are going to get the amendment specifying 3 foot minimum safe passing distance into the bill. So currently the bill does not really add anything to current law. But issues raised during testimony of this bill may help to set in motion educational campaigns to help reduce motorists harassing cyclists and make motorists aware of cyclists rights.
