The feds promise (in<br \/>\nSAFETEA-LU) more then they can actually deliver.  Each year&#8217;s budget then<br \/>\ntrims some of these promised funds, when money is &#8216;called back,&#8217; bike-ped<br \/>\nprojects are often the first to be cut.\n<\/p>\n<p>\nBut people are smarter in Maryland.  I confirmed a couple things with the<br \/>\ngood folks at SHA this afternoon-\n<\/p>\n<p>\n&#8220;The good news is that Maryland will not be cutting projects in response to<br \/>\nthe federal rescissions.  Our Finance staff is conservative in programming<br \/>\nfederal funds so that our project commitments can be maintained when<br \/>\nrescissions occur, or when federal obligational authority is lower than<br \/>\nprevious years,&#8221;  says a high ranking official.\n<\/p>\n<p>\nIn other words, MDOT factors the inevitability of rescissions into the<br \/>\nprojects it puts on the books.\n<\/p>\n<p>\nFurther, MDOT does not expect to make any cuts to our Transportation<br \/>\nEnhancements (TE), Congestion Mitigation and Air Quality (CMAQ), or<br \/>\nRecreation and Trails Program or funding levels due to federal rescissions.<br \/>\nThese are the programs that often fund bike-ped projects and which, in many<br \/>\nother states, are often the first programs cut.\n<\/p>\n<p>\nSo, the message is, Maryland&#8217;s leaders have heard from you that facilities for biking and walking are important to the people of Maryland!\n<\/p>\n<p>\nForums like the BBC list are great for getting the word out on important<br \/>\nissues, and it&#8217;s working!
