\nspeed disparity, special provisions were enacted to separate these
\nslower
\nvehicles from conflict with higher speed vehicles where there is a
\nsuitable
\nalternative which can be anything anyone
\nsays is suitable as long as it is not a cyclist<\/i>. Existing law
\nprovides
\nthat, along highways having a smoothly paved shoulder or bicycle lane,
\nbicycles
\nand motor scooters must use <\/span><\/span>these
\nareas in lieu of traffic lanes. Doing so greatly reduces
\nthe potential for conflict due to speed disparity with other vehicles.
\nThis is
\nespecially important on slower roads <\/i>with
\nrespect to youthful bicycle riders, who may lack the necessary skills to use a bike lane <\/i>and are prone to pay
\nless attention to what the law actually says
\nand will try to ride where they feel the safest and clearly we cannot allow this as it would put pressure on us to provide such facilities.
\n<\/i><\/span><\/span><\/p>\n
\nthe recent past, the State
\nHigh W<\/i>ay Administration has
\ninvested
\nmillions of dollars
\nto provide bicycle
\nfacilities along its highways and plans to continue <\/span>such
\ninvestments in
\nthe future. A substantial portion of this effort of
\njust painting a line on the side of the road <\/i>would be <\/span><\/span>wasted
\nif riders could elect to
\nride in the roadway rather that on whatever
\nroad leftovers were <\/i>available to
\nmake
\ninto <\/i>bike lanes or <\/i>shoulders.
\nAdditionally, the safety of riders will be compromised if they could
\nelect to follow the same rules of the road as
\nmotor vehicles
\nand <\/i>ride per safe cycling
\nrecommendations
\nthat professional cycling organizations recommend<\/i>, as would
\nbe allowed
\nunder this bill.<\/span><\/span><\/span><\/p>\n
