My only change would be school zones need to be expanded to one mile, that is the radius kids are expected to walk right?]<\/em><\/p>\n<hr \/>\n<p>by Miriam Schoenbaum, Greater Greater Washington<\/p>\n<p class=\"intro\">Montgomery County could do a lot to make walking to school safer and more convenient, and at little cost. All it takes is a few changes to the law, signs and paint, and retiming some traffic signals. <\/p>\n<p>&#8230;<\/p>\n<\/p>\n<p><b>Expand school zones<\/b>: Amend the county&#8217;s criteria for <a href=\"https:\/\/law.justia.com\/codes\/maryland\/2010\/transportation\/title-21\/subtitle-8\/21-803-1\/\">school zones<\/a> to include all county roads within a half-mile radius of a school. This would allow MCDOT to reduce speed limits and increase fines on roads near schools.\n<\/p>\n<p><b>Lower speeds and limit unsafe right turns<\/b>: Change the following rules in the amended school zones and post new signs to inform drivers:\n<\/p>\n<\/p>\n<ul>\n<li>Establish a maximum speed limit of <a href=\"https:\/\/www.20splentyforus.org.uk\/\">20 miles per hour<\/a> during school hours, including arrival and dismissal. This could decrease the risk of child pedestrian crashes by up to <a href=\"https:\/\/www.20splentyforus.org.uk\/rationale_for_20_mph.htm\">70%<\/a>.\n<\/p>\n<\/li>\n<li><a href=\"https:\/\/www.oregon.gov\/ODOT\/td\/tp_res\/docs\/reports\/effectdoublefines.pdf\">Double the fines<\/a> for speeding violations, to motivate drivers to slow down.\n<\/p>\n<\/li>\n<li><a href=\"https:\/\/safety.fhwa.dot.gov\/saferjourney\/library\/countermeasures\/44.htm\">Prohibit right turns on red<\/a> during school hours to reduce conflicts between pedestrians and drivers at traffic signals.<\/li>\n<\/ul>\n<p>&#8230;<\/p>\n<\/p>\n<p><b>Retime traffic signals<\/b>: Change traffic signal timing in the amended school zones in the following ways, to make it safer for pedestrians of all ages to cross the street:\n<\/p>\n<\/p>\n<ul>\n<li>Put in <a href=\"https:\/\/www.streetfilms.org\/lpi-leading-pedestrian-interval\/\">leading pedestrian intervals<\/a> for traffic signals at intersections where at least one of the roads is an arterial, to allow walkers to get a head start crossing busy streets.\n<\/p>\n<\/li>\n<li>Use a walking speed of <a href=\"https:\/\/www.fhwa.dot.gov\/environment\/bicycle_pedestrian\/publications\/sidewalk2\/sidewalks208.cfm\">2.5 feet per second<\/a> to calculate the minimum pedestrian clearance interval, to give everyone, including children and adults pushing strollers, sufficient time to cross.\n<\/p>\n<\/li>\n<li>Have the walk signal appear during <a href=\"https:\/\/greatergreaterwashington.org\/post\/17341\/8half-minutes-to-cross-the-street\/\">every signal cycle<\/a> during school hours at intersections with traffic signals, without pedestrians having to push a button. This can be done either by putting the signals in <a href=\"https:\/\/www.baltimorespokes.org\/article.php?story=20120210124257616\">pedestrian &#8220;recall&#8221;<\/a> during school hours (including arrival and dismissal) or by <a href=\"https:\/\/www.sfbetterstreets.org\/find-project-types\/pedestrian-safety-and-traffic-calming\/pedestrian-signals\/\">removing the pedestrian pushbuttons<\/a> altogether.\n<\/p>\n<\/li>\n<li>Shorten traffic signals during school hours (including arrival and dismissal) so kids don&#8217;t have to wait <a href=\"https:\/\/otrec.us\/files\/Bussey_Half%20Signals%20Report%20FINAL.pdf\">longer than 40 seconds<\/a> for a walk signal on any leg of an intersection. This would lead <a href=\"https:\/\/guide.saferoutesinfo.org\/engineering\/traffic_signals.cfm#wait\">more pedestrians to wait<\/a> for the walk signal to cross.<\/li>\n<\/ul>\n<p>&#8230;<\/p>\n<\/p>\n<p><b>Change road markings<\/b>: Add paint to the pavement in school zones in the following ways:\n<\/p>\n<\/p>\n<ul>\n<li>Mark all crosswalks with a &#8220;<a href=\"https:\/\/www.fhwa.dot.gov\/publications\/research\/safety\/pedbike\/10068\/ch03.cfm\">ladder<\/a>&#8221; or &#8220;<a href=\"https:\/\/www.walkinginfo.org\/pedsafe\/casestudy.cfm?CS_NUM=37\">zebra<\/a>&#8221; crosswalk, using material embedded with retroreflective glass beads. This <a href=\"https:\/\/safety.fhwa.dot.gov\/saferjourney\/library\/countermeasures\/04.htm\">increases the visibility<\/a> of crosswalks, raising <a href=\"https:\/\/sf.streetsblog.org\/2012\/05\/23\/eyes-on-the-street-sfmta-striping-ladder-crosswalks-on-the-wiggle\/\">driver awareness<\/a> and encouraging pedestrians to <a href=\"https:\/\/www.walkinginfo.org\/problems\/problems-crossing.cfm\">cross<\/a> at crosswalks.\n<\/p>\n<\/li>\n<li>Narrow traffic lanes to <a href=\"https:\/\/safety.fhwa.dot.gov\/geometric\/pubs\/mitigationstrategies\/chapter3\/3_lanewidth.htm\">10 feet<\/a>, to reduce vehicle speeds, increase drivers&#8217; compliance with the 20 mph speed limits, and reduce the length of pedestrian crossings across traffic lanes.<\/li>\n<\/ul>\n<p>&#8230;<\/p>\n<\/p>\n<p><a href=\"https:\/\/greatergreaterwashington.org\/post\/18885\/small-changes-can-make-walking-to-school-safer\/\">https:\/\/greatergreaterwashington.org\/post\/18885\/small-changes-can-make-walking-to-school-safer\/<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>[B&#8217; Spokes: This should go out to Baltimore and Prince George&#8217;s Counties as well.
