Perceptions of Biking on Capitol Hill"},"content":{"rendered":"<p><em>[B&#8217; Spokes: This is probably close to what the Maryland legislature feels as well.]<\/em><\/p>\n<hr \/>\n<p>By Liz Murphy, Bike League<\/p>\n<p>&#8230;<\/p>\n<p>The good news: Everyone understands that biking is a key piece of the mobility puzzle.<\/p>\n<p>But Meyer\u2019s research also revealed challenges \u2014 and opportunities. Other top findings included:<\/p>\n<ul>\n<li><strong>Bicycle advocates as \u201csore winners<\/strong>:\u201d The interviews revealed that federal lawmakers generally believe bicycle advocates don\u2019t get just how successful we were in the passage of the new transportation law, MAP-21. While opponents aimed to eliminate <strong><em>all<\/em><\/strong> funding and eligibility for bicycling, Congressional allies and grassroots mobilization kept biking in the bill. By spreading the message that MAP-21 was a loss for bicycling, has painted us as \u201csore winners\u201d to many on Capitol Hill.<\/li>\n<\/ul>\n<ul>\n<li><strong>Dedicated funding is not the end all, be all<\/strong>: While many in bicycle advocacy have pushed hard for dedicated funding streams in MAP-21 and other federal legislation, many on Capitol Hill don\u2019t take well to the idea. They say the funding trend is away from the federal level, and has moved toward local and state decision makers.<\/li>\n<\/ul>\n<ul>\n<li><strong>The future is a multi-modal transportation system; embrace it and use it<\/strong>: Rather than pitching Congress on the \u201cbicycling movement,\u201d staffers felt advocates would be more successful if be frame biking as a key cog in a larger multi-modal transportation system.<\/li>\n<\/ul>\n<ul>\n<li><strong>Asking for a \u201cfair share for safety\u201d doesn\u2019t resonate<\/strong>: To lawmakers, asking strictly for funding sounds like a money grab. Asking for safer streets through performance measures \u2014 or a national goal \u2014 is far more compelling. After all, bicyclists are a \u201ccheap date,\u201d and provide tremendous return on little investment.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/blog.bikeleague.org\/blog\/\/blog\/wp-content\/uploads\/2013\/03\/LAB-Research-Findings-Final.pdf\">Click here<\/a>&nbsp;for Meyer\u2019s full presentation.
