Trails are great but when Maryland starts getting 1.5 mile trails in the middle of nowhere, I really have to question are they fulling their mission? Delaware by listing viable projects (vs MD just saying it wants &#8220;network of bicycle and pedestrian trails&#8221; but has no real plan backed by funding to do so) along with getting some funding concessions may very well leapfrog Maryland.]<\/em><\/p>\n<hr \/>\n<p>by James Wilson<\/p>\n<div>Continuing a string of recent victories in Delaware, the Secretary of Delaware&#8217;s&nbsp;Department of Transportation&nbsp;<a rel=\"nofollow noopener noreferrer\" href=\"https:\/\/www.bikede.org\/2011\/10\/15\/first-state-trails-and-pathways-plan-signed-at-delaware-bike-summit\/\" target=\"_blank\">received a standing ovation<\/a>&nbsp;at Friday&#8217;s Delaware Bike Summit (October 14, 2011)&nbsp;after signing&nbsp;(above)&nbsp;a&nbsp;<a rel=\"nofollow noopener noreferrer\" href=\"https:\/\/governor.delaware.gov\/information\/moudotdnrec.shtml\" target=\"_blank\">Memorandum of Agreement<\/a>&nbsp;with his counterpart at Delaware&#8217;s Department of Natural Resources to &#8220;<i>Create and Maintain a Statewide System of Bicycle and<br \/>\nPedestrian Pathways and Trails that Will Support Non-motorized Travel and Recreation Opportunities within the State of Delaware<\/i>.&#8221; &nbsp;The two Secretaries also released a list of 19 proposed projects, including bikeways connecting Delaware&#8217;s largest cities in all three of Delaware&#8217;s counties:<\/div>\n<div><\/div>\n<div>1) Wilmington\/New Castle (6 miles)<\/div>\n<div>2) Wilmington\/Newark (~ 14 miles)<\/div>\n<div>3) Dover\/Smyrna-Clayton (~14 miles)<\/div>\n<div>4) Lewes\/Georgetown (~17 miles)<\/div>\n<div>\n<div>\n<div>\n<div><\/div>\n<div>as well as the C&amp;D Canal Trail connecting the Delaware River to the Chesapeake Bay:<\/div>\n<div>5) Delaware City\/Chesapeake City (~22 miles)<\/div>\n<div><\/div>\n<div>Click <a rel=\"nofollow noopener noreferrer\" href=\"https:\/\/news.delaware.gov\/2011\/10\/14\/deldot-and-dnrec-sign-agreement-to-move-forward-with-governor%E2%80%99s-%E2%80%9Cfirst-state-trails-and-pathways-plan%E2%80%9D\/\" target=\"_blank\">&nbsp;HERE <\/a>&nbsp;for a complete list of<br \/>\nprojects.<\/div>\n<div>\n<div><\/div>\n<div><\/div>\n<div>Governor Markell (the only Governor to ever speak at a National Bike Summit)&nbsp;<a rel=\"nofollow noopener noreferrer\" href=\"https:\/\/news.delaware.gov\/2011\/10\/14\/deldot-and-dnrec-sign-agreement-to-move-forward-with-governor%E2%80%99s-%E2%80%9Cfirst-state-trails-and-pathways-plan%E2%80%9D\/\" target=\"_blank\">explained<\/a>&nbsp;the state&#8217;s initiative:<\/div>\n<div>\n<div><\/div>\n<div><i>&#8220;<b>My goal is to make Delaware walkable and bikeable<\/b>, so more of us can enjoy the great Delaware outdoors. &nbsp;We can create a network of bicycle and pedestrian trails by building on existing pathways and trails. &nbsp;We create jobs and connect communities across the state and at the same time, expand recreational and transportation opportunities for Delawareans and visitors&#8230;.[we can]<\/i><\/div>\n<\/div>\n<div><\/div>\n<div><i>1) Build a world class interconnected pathway network<\/i><\/div>\n<div>\n<div><i>2) Support creation of local<br \/>\njobs<\/i><\/div>\n<div><i>3) Link communities internally to support local sustainable economies, and externally to grow connections between neighborhoods, towns and cities<\/i><\/div>\n<div><i>4) Develop sustainable practices in the creation of the network, such as supporting native landscaping and natural habitats<\/i><\/div>\n<div><i>5) Support healthy communities by providing affordable, active transportation choices<\/i><\/div>\n<div><i>6) Re-establish Delaware in the Top Ten of Bicycle Friendly states &nbsp;(we\u2019re at #17 right now)<\/i><\/div>\n<div><i>7) And, develop strategies for the ongoing maintenance and upgrades of existing facilities&#8221;<\/i><\/div>\n<\/div>\n<div><\/div>\n<div>This commitment by the state builds on recent victories:<\/div>\n<div><\/div>\n<div><b>SEPTEMBER<\/b>:&nbsp;<a rel=\"nofollow noopener noreferrer\" href=\"https:\/\/www.bikede.org\/2011\/09\/11\/1st-ever-cmaq-funded-bike-project-in-delaware-history\/\" target=\"_blank\">1st-ever CMAQ-funded bike project in Delaware<br \/>\nhistory<\/a><\/div>\n<div><b>JULY<\/b>:&nbsp;<a rel=\"nofollow noopener noreferrer\" href=\"https:\/\/www.bikede.org\/2011\/09\/09\/a-blog-post-full-of-government-gibberish-or-in-praise-of-bureaucrats\/\" target=\"_blank\">TE, SRTS, Rec Trails, CMAQ, STP all protected from recissions<\/a><\/div>\n<div><b>JUNE<\/b>:&nbsp;<a rel=\"nofollow noopener noreferrer\" href=\"https:\/\/blog.bikeleague.org\/blog\/2011\/07\/5-million-dedicated-to-bicycling-in-delaware-ready-to-match-with-federal-funds\/\" target=\"_blank\">Delaware General Assembly Votes $5,000,000 for state bike routes<\/a><\/div>\n<div><b>MAY<\/b>:&nbsp;<a rel=\"nofollow noopener noreferrer\" href=\"https:\/\/www.bikede.org\/2011\/05\/14\/delaware-house-and-senate-pass-walkable-bikeable-delaware-resolution-2\/\" target=\"_blank\">&#8220;Walkable, Bikeable Delaware&#8221;
