{"id":201712161,"date":"2011-05-24T15:09:21","date_gmt":"2011-05-24T15:09:21","guid":{"rendered":"https:\/\/wp.baltimorespokes.org\/?p=201712161"},"modified":"2011-05-24T15:09:21","modified_gmt":"2011-05-24T15:09:21","slug":"dangerous-by-design-2011","status":"publish","type":"post","link":"https:\/\/wp.baltimorespokes.org\/?p=201712161","title":{"rendered":"Dangerous by Design 2011"},"content":{"rendered":"<p>Our federal tax dollars actually go to build these streets that are designed to be perilous to children, older adults and everyone else.&nbsp;And yet, right now, some in Congress are considering the total elimination of funding for projects to make it safer to walk and bicycle.<\/p>\n<p>The highways-only lobby insists that pedestrian safety is a \u201cfrill\u201d and a local responsibility. But <strong>67 percent of these fatalities over the last 10 years occurred on federal-aid roads<\/strong> \u2014 roads eligible to receive federal funding or with federal guidelines or oversight for their design.<\/p>\n<p>That\u2019s right: Federal programs have encouraged state departments of transportation to prioritize speeding traffic over the safety of people in our neighborhoods and shopping districts. Shouldn\u2019t our tax dollars be used to build streets that are safe for all users, and not deadly for those on foot?<\/p>\n<p>The irony is that fixing these conditions is relatively cheap: Existing funds for that purpose \u2014 now targeted for elimination \u2014 amount to less than <em><strong>1.5 percen<\/strong><strong>t<\/strong><\/em> of the current federal transportation outlay. A policy of giving federal support only to \u201ccomplete streets\u201d that are designed for the safety of people on foot or bicycle as well as in cars would cost next to nothing.<\/p>\n<p><strong><a href=\"https:\/\/action.smartgrowthamerica.org\/p\/dia\/action3\/common\/public\/?action_KEY=6932\">Tell Congress: it\u2019s no time to start cutting funding keeps pedestrians safe.<\/a><\/strong><\/p>\n<hr \/>\n<div id=\"feature_area\">\n<div id=\"state_info\">\n<h3>Maryland<\/h3>\n<p id=\"state_intro\" style=\"float:left;width:260px;font-size:11.5px;color:#333;\">Between 2000 and 2009 there were <span style=\"font-weight:bold;\">1,057<\/span> pedestrian deaths in Maryland, which cost the state $4.55 billion. Reducing pedestrian fatalities just 10% would have saved Maryland $454.51 million over 10 years. Maryland&#8217;s overall Pedestrian Danger Index (PDI) is 76.4, which ranks <span style=\"font-weight:bold;\">15th<\/span> out of 50 states. \u2014 <a
