What&#8217;s changed to get a ranking of 11 is crossed out.]<\/p>\n<p><b>Legislation<\/b><br \/>\n<br \/>&#8211;<del>no 3ft or greater safe passing law<\/del><br \/>\n<br \/>&#8211;<del>cannot legally signal with right hand<\/del><br \/>\n<br \/>&#8211;<del>bicycle equipment code not consistent with the language in UVC or its intent<\/del><br \/>\n<br \/>-discriminatory mandatory bike lane law<br \/>\n<br \/>-far to right as practicable code does not exclude right turn lane<\/p>\n<p><b>Policies &amp; Programs<\/b><br \/>\n<br \/>-no Complete Streets or Bicycle and Pedestrian Accomodation policy<br \/>\n<br \/>-no Mountain Biking Plan<br \/>\n<br \/>-no CO2 Reduction Plan that includes bicycle usage<br \/>\n<br \/>&#8211;<del>no policy requiring bike parking at state owned facilities<\/del><\/p>\n<p><b>Infrastructure<\/b><br \/>\n<br \/>&#8211;<del>no system in place to determine percentage of state highways that have paved shoulders<\/del><br \/>\n<br \/>&#8211;<del>no rumble strip policy with a minimum 4ft. of clearance for bicycles<\/del><br \/>\n<br \/>-no dedicated state funding source for bicycling projects or programs<br \/>\n<br \/>-no safety funding spent on bicycling in past 3 years<\/p>\n<p><b>Education &amp; Encouragement<\/b><br \/>\n<br \/>-no questions regarding the responsibilities of motorists towards cyclists on driver\u2019s test<br \/>\n<br \/>-no questions regarding the responsibilities of motorists towards cyclists on driver\u2019s manual<br \/>\n<br \/>-no questions on motorists responsibilities to cyclists on CDL test<\/p>\n<p><b>Evaluation &amp; Planning<\/b><br \/>\n<br \/>-information on bicycle usage rates not included in SCORP<br \/>\n<br \/>-bicycle safety is not addressed in Highway Safety Plan<\/p>\n<p><b>Enforcement<\/b><br \/>\n<br \/>-No education of officer on cyclist rights &amp; responsibilities through academy or continuing education<br \/>\n<br \/>-information on cyclists rights and responsibilities not made available to traffic judges<\/p>\n<hr \/>\n<p><b>[B&#8217; Spokes: So a 30% improvement gets us a 48% improvement in ranking ???  ]<\/b><br \/>\n<!--more--><br \/>\n<br \/>\n<a href=\"https:\/\/www.baltimorespokes.org\/article.php?story=20081016164955778\">Original coverage.<\/a>oldId.2011050114304714<\/p>\n","protected":false},"excerpt":{"rendered":"<p>[B&#8217; Spokes: Below is the feedback we got in 2008 with a ranking of 35.
