An estimated 159 lives were saved over a five-year period by the enhanced enforcement effort. Baltimore alone saw a 14 percent reduction in deaths attributed to red-light running; some cities saw reductions several times as great.<br \/>\n&#8230;<br \/>\nNevertheless, not all traffic-related fines are so effective. Last week, Gov.
