It is shocking to me that any city and state would resolve an accident involving a bicyclist or pedestrian who died as though it were a misdemeanor or an infraction. There must be bicycle safety reforms in place to protect our citizens who also have the right to travel the roads. At least in California a bicyclist has the same rights as drivers of four wheeled vehicles.
