My deepest sympathy goes out to the friends and family of Natasha.<br \/>\nThe Maryland General Assembly passed legislation during the 2010 Session that provided more protections for cyclists.  I voted for those improvements.  The legislation that you have recommended for introduction would fall under the purview of the Judiciary Committee to which I will forward your concerns.
