If the Delaware bicycling community were blessed with its own version of Martin Luther King Jr., he might have yelled out \u201cFree at last!  Free at last!  Thank God Almighty, we are free at last!\u201d<\/p>\n<div><a target=\"_blank\" href=\"https:\/\/1.bp.blogspot.com\/_9cdnVJua1ec\/TK3zSoMPYsI\/AAAAAAAAAC4\/6DDGcrGEgvM\/s1600\/deldot_wicks.jpg\" rel=\"noopener noreferrer\"><\/a><\/p>\n<div>In reality, however, an informal \u201cComplete Streets\u201d policy has been in effect at DelDOT for a number of years, just with a much less exciting name: \u201croutine accommodation.\u201d  And, as DelDOT has <a target=\"_blank\" href=\"https:\/\/bikedel.blogspot.com\/2010\/08\/bike-delaware-aug-3-meeting-wrap-up.html\" rel=\"noopener noreferrer\">pointed out<\/a>, such multi-modal accommodation has been happening routinely in DelDOT projects, just with less fanfare and without the sexy name of \u201cComplete Streets\u201d.<\/div>\n<div>So, what has \u201croutine accommodation\u201d meant for bicycling in Delaware?  The most important thing to keep in mind is that \u201croutine accommodation\u201d is not a commitment to make dedicated, stand-alone, or strategic investments in bicycling (or walking, for that matter).  Instead, it\u2019s a commitment to keep these other ways of getting around in mind while improving roads for car and truck travel.
