The report was a prelude to the agency\u2019s <a target=\"_blank\" href=\"https:\/\/www.distraction.gov\/\" rel=\"noopener noreferrer\">second national summit on distracted driving<\/a>, where the message from Transportation Secretary Ray LaHood was very clear: <a target=\"_blank\" href=\"https:\/\/fastlane.dot.gov\/2010\/09\/key-takeaways-from-distracted-driving-summit.html\" rel=\"noopener noreferrer\">Distracted driving is preventable and enforcement works<\/a>. LaHood pointed to a pilot enforcement program in Syracuse that has cut texting and cell phone use behind the wheel by about 40 percent.<\/p>\n<p>Over at <a target=\"_blank\" href=\"https:\/\/transportation.nationaljournal.com\/2010\/09\/focusing-on-distracted-driving.php#1646464\" rel=\"noopener noreferrer\">the National Journal\u2019s transportation experts blog<\/a>, Greg Cohen, president of the American Highway Users Alliance, wasn\u2019t convinced that enforcement and driver responsibility are the answer. Writing that \u201cwe should admit that we all get distracted sometimes\u201d and \u201cenforced legislation and education can only go so far,\u201d Cohen argued that engineering cars and roads to be more \u201cforgiving\u201d of driver inattention and carelessness is the way to go.<\/p>\n<\/p>\n<div style=\"width: 310px;\"><a target=\"_blank\" href=\"https:\/\/streetsblog.net\/wp-content\/uploads\/2010\/09\/distracted-driver-1.jpg\" rel=\"noopener noreferrer\"><img loading=\"lazy\" decoding=\"async\" title=\"distracted driver-1\" src=\"https:\/\/streetsblog.net\/wp-content\/uploads\/2010\/09\/distracted-driver-1-300x199.jpg\" alt=\"\" height=\"199\" width=\"300\" \/><\/a><\/p>\n<p>Should cars and streets be designed to send the message that these activities are okay? Photo: <a target=\"_blank\" href=\"https:\/\/blogs.seattleweekly.com\/dailyweekly\/2010\/01\/the_five_most_dangerous_produc.php\" rel=\"noopener noreferrer\">Seattle Weekly<\/a><\/p>\n<\/div>\n<p>Cohen\u2019s post prompted <a target=\"_blank\" href=\"https:\/\/www.bikeleague.org\/blog\/2010\/09\/2010-distracted-driving-summit\/\" rel=\"noopener noreferrer\">this response<\/a> from Andy Clarke, president of the League of American Bicyclists:<\/p>\n<blockquote>\n<p>I\u2019m not interested in trying to walk or ride along the street as part of  some giant fairground bumper car game where drivers feel like they can  crash with relative impunity. I want drivers (and cyclists) to pay  attention, drive carefully, and NOT crash. The focus for me has to be on  improving driver behavior, attention and responsibility.<\/p>\n<p>We have come a long way in improving the safety of vehicle occupants. Indeed, you could be forgiven for wondering why we aren\u2019t doing dramatically better already after the introduction of seat belts, air bags, anti-lock brakes, crumple zones, roll-over protection and the like. After 50 years of highway design that has widened, and straightened roads; removed all manner of roadside obstacles (like killer trees); installed collapsible poles and safer guardrailing; limited access and crossings; rumbled, signed and marked roads with ever-increasing levels of visibility and reflectivity. After quite incredible improvements in medical treatment and EMS services in the event of crashes. Really, where have all the benefits to all these great developments disappeared? Why have we still been killing 40,000-plus people a year for decade after decade?<\/p>\n<\/blockquote>\n<p><span><\/span><\/p>\n<blockquote>\n<p>One possible answer could be that we are a nation of generally lousy, distracted, careless drivers who really don\u2019t take the responsibility of driving seriously and are not held to account for that behavior individually or collectively.
