{"id":178709537,"date":"2010-08-31T09:32:17","date_gmt":"2010-08-31T09:32:17","guid":{"rendered":"https:\/\/wp.baltimorespokes.org\/?p=178709537"},"modified":"2010-08-31T09:32:17","modified_gmt":"2010-08-31T09:32:17","slug":"bike-bills-update","status":"publish","type":"post","link":"https:\/\/wp.baltimorespokes.org\/?p=178709537","title":{"rendered":"\u201cBike Bills\u201d Update"},"content":{"rendered":"<p><span class=\"entry-author-parent\">by <span class=\"entry-author-name\">Nate Evans<\/span><\/span><\/p>\n<div class=\"entry-likers\"><\/div>\n<div class=\"entry-debug\"><\/div>\n<div class=\"entry-annotations\"><\/div>\n<div class=\"entry-body\">\n<div>\n<div class=\"item-body\">\n<div>\n<p>Yesterday\u2019s work session &amp; vote on 3 of the bike bills went smoothly and with little debate.&nbsp; Attending the&nbsp;Community Development Subcommittee meeting were Councilmembers Cole, Stokes, Kraft &amp; bills sponsor Mary Pat Clarke.&nbsp; Several members of Baltimore\u2019s cycling community were present as well.<\/p>\n<p>The 3 bills passed by the Community Development subcommitte include:<\/p>\n<p>09-0175R Informational Hearing \u2013 Baltimore Police Department \u2013 Police and Cyclists<br \/>\n09-0430 Transit and Traffic \u2013 Bike Lanes<br \/>\n09-0431 City Streets \u2013 Bike-Safe Grates<\/p>\n<p>09-0175R passed without debate with the official hearing being held sometime in October<\/p>\n<p>09-0430 passed with one amendment citing not only the <a target=\"_blank\" href=\"https:\/\/mutcd.fhwa.dot.gov\/\" rel=\"noopener noreferrer\">Manual for Uniform Traffic Contral Devices (MUTCD) <\/a>for the creation of bike lanes, but also \u201cother nationally recognized standards\u201d which will include <a target=\"_blank\" href=\"https:\/\/www.nacto.org\/citiesforcycling.html\" rel=\"noopener noreferrer\">NACTO\u2019s \u201cUrban Bikeway Design Guide\u201d<\/a>.&nbsp; There was limited debate on the amount of the fine set at &#36;75, (an increase over the proposed &#36;50 fine) whereas a Blocking and Obstructing Traffic fine carries &#36;250.&nbsp; While the cycling community does support a higher fine, the non-cycling community does not.&nbsp; Also, Councilman Cole stated that police would more likely write a &#36;75 ticket over a &#36;250 ticket.&nbsp;<\/p>\n<p>09-0431 also passed without debate.<\/p>\n<p>These bills will be presented to City Council on Monday, September 20th, 5 pm at City Hall.<\/p>\n<p>For more coverage on these bills, visit <a target=\"_blank\" href=\"https:\/\/www.baltimorebrew.com\/2010\/08\/31\/baltimore-bicycle-bills-pedal-through-subcommittee\/\" rel=\"noopener noreferrer\">Baltimore Brew<\/a><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p><!--more--><br \/>\n<a href=\"https:\/\/baltimorecommutes.com\/bike\/bike-bills-update\/\">https:\/\/baltimorecommutes.com\/bike\/bike-bills-update\/<\/a>oldId.20100831093217544<\/p>\n","protected":false},"excerpt":{"rendered":"<p>by Nate Evans Yesterday\u2019s work session &amp; vote on 3 of the bike bills went smoothly and with little debate.&nbsp; Attending the&nbsp;Community Development Subcommittee meeting were Councilmembers Cole, Stokes, Kraft &amp; bills sponsor Mary Pat Clarke.&nbsp; Several members of Baltimore\u2019s cycling community were present as well.
