So why do we have to go through the contentious processes<br \/>\neach time we try to create new trails?<\/p>\n<\/blockquote>\n<p>He even quoted the local police chief<\/p>\n<blockquote>\n<p><span style=\"font-family: times new roman;\">The theory behind the<br \/>\nprogram is that by mapping crashes, police can learn which areas are<br \/>\nmost likely to have such problems and station their officers in a<br \/>\n\u201chighly visible\u201d way to deter speeding and distracted driving.<\/span><\/p>\n<p><span style=\"font-family: times new roman;\"><br \/>\n The same is also done in high-crime areas, police said.
