Police are investigating the collision. Charges were dropped last week
\nagainst the man police say was driving the SUV.<\/p>\n

\nFraser was charged with resisting arrest and second-degree assault of a
\nlaw enforcement officer on June 26, according to documents. Those
\ncharges were dropped by prosecutors July 7, according to an online state
\n court records database.<\/p>\n

\nFraser’s Rockville attorney Barry Helfand said he did not believe that
\nFraser’s actions rose to the level of the charges.<\/p>\n

\n“It’s no question that he was driving the car and struck another man,”
\nHelfand said. “He’s genuinely filled with remorse about the loss of
\nlife.”<\/p>\n<\/blockquote>\n

Mr. Fraser was
\nspeeding and hit Mr. Miller, and then left the scene. He was stopped by
\nother motorists, who made him return to the scene by not allowing him
\nto pass. He put his truck in reverse and sped backward, going as fast
\nas 40 mph. Then he jumped out of his vehicle and was yelling that he
\nhadn’t hit Mr. Miller, contrary to what eve-witnesses on the scene had
\nobserved. He continued to be hostile and belligerent, at no time
\nexpressing any remorse or concern whatsoever for Mr. Miller, who lay
\nthere dying.<\/span><\/p>\n<\/blockquote>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n
