Whether it&#8217;s &#8220;Click It or Ticket,&#8221; distracted driving, or &#8220;Over the Limit, Under Arrest,&#8221; America&#8217;s police officers have given the National Highway Traffic Safety Administration (<a target=\"_blank\" href=\"https:\/\/www.nhtsa.gov\/\" title=\"Visit the NHTSA website\" rel=\"noopener noreferrer\">NHTSA<\/a>) their fullest support.<\/p>\n<p>\n<a target=\"_blank\" href=\"https:\/\/usdotblog.typepad.com\/.a\/6a00e551eea4f58834013484ec13e4970c-popup\" style=\"display: inline;\" rel=\"noopener noreferrer\"><img decoding=\"async\" alt=\"ExploreBaltCty1\" src=\"https:\/\/wp.baltimorespokes.org\/wp-content\/uploads\/2010\/06\/6a00e551eea4f58834013484ec13e4970c-500wi\" \/><\/a> <br \/><span style=\"font-size: 10px;\">NHTSA Administrator David Strickland praises Baltimore County&#8217;s DDACTS<\/span><span style=\"font-size: 10px;\"> record, <br \/>with <\/span><span style=\"font-size: 10px;\">BCPD<br \/>\n Chief Jim Johnson (left) and County Exec. James T. Smith, Jr.<br \/><\/span><\/p>\n<p>And, just a few miles up the road from DC, the Baltimore County Police Department has been one of NHTSA&#8217;s strongest partners. Two years ago, Chief Jim Johnson volunteered the BCPD to implement a brand new, technological initiative, <a target=\"_blank\" href=\"https:\/\/www.nhtsa.gov\/Driving+Safety\/Enforcement+&amp;+Justice+Services\/Data-Driven+Approaches+to+Crime+and+Traffic+Safety+%28DDACTS%29\" title=\"NHTSA on Data-Driven Approaches to Crime and Traffic Safety\" rel=\"noopener noreferrer\">DDACTS<\/a> (Data-Driven Approaches to Crime and Traffic Safety). <\/p>\n<p>Chief Johnson&#8217;s <a target=\"_blank\" href=\"https:\/\/www.baltimorecountymd.gov\/Agencies\/police\/index.html\" title=\"Leanr more about the Baltimore County Police Department\" rel=\"noopener noreferrer\">department<\/a> was one of only eight departments nationwide participating in this approach. DDACTS was developed by NHTSA and turned into a pilot program in<br \/>\npartnership with the Department of Justice. By mapping crashes together with other incidents, police using DDACTS can identify problem areas as they are beginning to develop. They can then position officers in a highly visible enforcement presence to deter speeding, distracted driving, and unsafe pedestrian behaviors.<\/p>\n<p><span><\/span><span>Chief Johnson thinks this is common sense: <br \/><\/span><\/p>\n<blockquote>\n<p><span>&#8220;Technology is now a vital part of fighting crime. We use it to fight identity theft; we use it to communicate to the public. Now, with<\/span> DDACTS<span> <\/p>\n<p>information, we can deploy our officers and resources in the most<br \/>\neffective and<\/span> <span>efficient way. It really turns our data analysts into keyboard crime fighters.&#8221;<\/span><\/p>\n<\/blockquote>\n<p><span>And, by improving traffic safety through reduced crashes, injuries, and fatalities, a community can also realize reductions in crime. &#8220;<\/span>One helps the other,&#8221; Chief Johnson says,<br \/>\n&#8220;because vehicles are often used in the commission of crimes.&#8221; <\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p><!--more--><\/p>\n<blockquote>\n<\/blockquote>\n<p>\n<a target=\"_blank\" href=\"https:\/\/usdotblog.typepad.com\/.a\/6a00e551eea4f58834013484ec1779970c-popup\" style=\"display: inline;\" rel=\"noopener noreferrer\"><img decoding=\"async\" alt=\"Presenting the award to the Chief\" src=\"https:\/\/wp.baltimorespokes.org\/wp-content\/uploads\/2010\/06\/6a00e551eea4f58834013484ec1779970c-500wi\" \/><\/a> <br \/> <span style=\"font-size: 10px;\">Administrator Strickland presents NHTSA Public Service Award to BCPD Chief Jim Johnson<\/span><\/p>\n<p>Due to Chief Johnson&#8217;s outstanding leadership, the Baltimore County police have been at the forefront in using this new tool effectively to reduce crime and increase traffic safety in 15 priority hot spots. For his innovation in developing and implementing the DDACTS operational<br \/>\n model for Baltimore<br \/>\nCounty, NHTSA Administrator David Strickland <a target=\"_blank\" href=\"https:\/\/www.baltimoresun.com\/news\/maryland\/bs-md-obama-traffic-safety-20100624,0,7274580.story\" title=\"Baltimore Sun: US road safety chief lauds Balt. Cty. tactics\" rel=\"noopener noreferrer\">yesterday awarded<\/a> Chief Johnson<br \/>\nNHTSA&#8217;s highest individual honor, the Public Service Award.<\/p>\n<p style=\"display: block; margin: 0pt auto; text-align: center;\"><embed src=\"https:\/\/www.youtube.com\/v\/Ms05_oCrYSI&amp;hl=en&amp;fs=1\" wmode=\"transparent\" type=\"application\/x-shockwave-flash\" height=\"344\" width=\"425\" \/><span title=\"Click to open in a new window\" class=\"link popout\">Popout<\/span><\/p>\n<p><\/p>\n<p>County Executive James T. Smith, Jr., was also on hand to<br \/>\ncongratulate Chief Johnson. He thanked both the Chief and NHTSA, saying,<br \/>\n &#8220;DDACTS has made Baltimore County a safer place, plain and simple.&#8221;\n<\/p>\n<p>Administrator Strickland then moved into the field to observe firsthand how Chief Johnson&#8217;s officers have reduced the number of injuries from car crashes and increased the number of impaired drivers removed from Baltimore County&#8217;s roadways.<\/p>\n<p>\n<a target=\"_blank\" href=\"https:\/\/usdotblog.typepad.com\/.a\/6a00e551eea4f58834013484ec1b6b970c-popup\" style=\"display: inline;\" rel=\"noopener noreferrer\"><img decoding=\"async\" alt=\"Taking a turn on the radar gun\" src=\"https:\/\/wp.baltimorespokes.org\/wp-content\/uploads\/2010\/06\/6a00e551eea4f58834013484ec1b6b970c-500wi\" \/><\/a> <br \/><span style=\"font-size: 10px;\">Baltimore County officers show Administrator Strickland enforcement efforts including a radar gun to detect speeding<\/span><\/p>\n<p>&#8220;We&#8217;re using Baltimore County as a gold standard,&#8221; said Administrator Strickland. &#8220;They&#8217;ve taken a concept that was theoretical and made it real. Now I have departments coming to me from around the country seeing Baltimore<br \/>\n County&#8217;s results and asking how they can participate in the program.&#8221;<\/p>\n<p>Chief Johnson responded, &#8220;&#8221;We are delighted to have that recognition; the men and women of<br \/>\nBaltimore County work very hard to ensure public safety.&#8221; <\/p>\n<p>Much of what we do at DOT is also hard work, and the public servants here certainly don&#8217;t shrink from that.
