OK, he didn&#8217;t mention biking, but it&#8217;s the same idea.<\/p>\n<blockquote>\n<p>the end of Forest Drive almost touches the parking lot of the<br \/>\napartment building on Jefferson Street (although it&#8217;s at a somewhat<br \/>\nhigher elevation). <a target=\"_blank\" href=\"https:\/\/1.bp.blogspot.com\/_k_xVNJhFaqo\/S1fTGKcvArI\/AAAAAAAAALo\/XWaomA0Ry3A\/s1600-h\/Photo_040409_001.jpg\" rel=\"noopener noreferrer\"><img decoding=\"async\" alt=\"\" src=\"https:\/\/wp.baltimorespokes.org\/wp-content\/uploads\/2010\/01\/Photo_040409_001.jpg\" style=\"margin: 0pt 0pt 10px 10px; float: right; width: 240px; height: 192px; border: 0px;\" \/><\/a>The<br \/>\nbuilding, instead of installing a staircase that would allow<br \/>\nneighborhood people to easily walk from the neighborhood to the shops<br \/>\non Jefferson St., including the Giant Food and Starbucks, blocked it<br \/>\nwith a fence (see two photos). In the same way, the fence prevents<br \/>\nresidents of the apartment building from being able to walk around the<br \/>\nneighborhood, say to walk their dog or just for enjoyment. <\/p>\n<\/blockquote>\n<p>There are a couple of areas like this on my commute where a road ends a few tantalizing feet from making a useful connection. In one case I off-road it for it about 20 feet (connecting t<a target=\"_blank\" href=\"https:\/\/maps.google.com\/?ie=UTF8&amp;hq=&amp;hnear=307+Kentucky+Ave+SE,+Washington,+District+of+Columbia,+20003&amp;ll=38.981518,-76.862358&amp;spn=0.002198,0.006539&amp;z=18\" rel=\"noopener noreferrer\">hese two parts of Margo Lane<\/a>) on a billygoat trail. And as Offutt points out, there are many more.<\/p>\n<blockquote>\n<p>There are certainly thousands of these small linkages that could be<br \/>\nunblocked or created. Each one might open up pedestrian opportunities<br \/>\nto a few people or a few score of people.
