Now that the 2009 legislative session has come to a close, I wanted to update you on how our priorities for growth and the environment fared. Here are the highlights. For a more detailed look visit our website at <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/mail3.thedatabank.com:80\/track?enid=ZW1haWxpZD10d293aGVlbHBhcmtyaWRlckB5YWhvby5jb20mdXNlcmlkPTM3MTU1MzA4ODk2MDI3NDAxOTI5MzQzNDg0MTE1JmV4dHJhPXdlYiZ0eXBlPWNsaWNrJm1haWxpbmdpZD0zMDgmbWVzc2FnZWlkPTQzNDg0JmRhdGFiYXNlaWQ9QzMwOF9NNDM0ODRfQjQmc2VyaWFsPTExNzg0ODYxNzkmJiYxMDAmJiZodHRwOi8vd3d3LmZyaWVuZHNvZm1kLm9yZw==\">www.friendsofmd.org<\/a>, where you&#8217;ll find information on a broad range of growth and environmental legislation from the 2009 session.<\/p>\n<p>               <\/span><\/span><\/p>\n<table style=\"width: 286px; height: 48px; text-align: right; background-color: #33ffcc;\" border=\"1\" cellpadding=\"1\" cellspacing=\"1\">\n<tbody>\n<tr>\n<td>\n<p><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><strong>2009 legislative session in a nutshell<\/strong><\/span><\/span><\/p>\n<p><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><strong><span style=\"font-size: 10pt;\"><span style=\"font-size: 8pt;\">Environment and the Budget <\/span><\/span><\/strong><\/span><\/span><img decoding=\"async\" src=\"https:\/\/wp.baltimorespokes.org\/wp-content\/uploads\/2009\/04\/regular_smile.gif\" alt=\"\" \/><\/p>\n<p><span style=\"font-family: Arial;\"><span style=\"font-size: 8pt;\"><strong>Smart and Fair Growth <img decoding=\"async\" src=\"https:\/\/wp.baltimorespokes.org\/wp-content\/uploads\/2009\/04\/sad_smile.gif\" alt=\"\" \/><\/strong><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial;\"><span style=\"font-size: 8pt;\"><strong>Global Warming <img decoding=\"async\" src=\"https:\/\/wp.baltimorespokes.org\/wp-content\/uploads\/2009\/04\/teeth_smile.gif\" alt=\"\" \/><\/strong><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial;\"><span style=\"font-size: 8pt;\"><strong>Greener Growth <img decoding=\"async\" src=\"https:\/\/wp.baltimorespokes.org\/wp-content\/uploads\/2009\/04\/regular_smile.gif\" alt=\"\" \/><\/strong><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial;\"><span style=\"font-size: 8pt;\"><strong>Transportation Choices <img decoding=\"async\" src=\"https:\/\/wp.baltimorespokes.org\/wp-content\/uploads\/2009\/04\/whatchutalkingabout_smile.gif\" alt=\"\" \/><\/strong><\/span><\/span><\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\"><strong>Environment and the Budget: Good Outcomes. <\/strong>Governor O&#8217;Malley and the legislature recognized that the environment remains a priority for Marylanders as they made tough financial decisions.<\/span><\/span><\/p>\n<ul>\n<li><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">Funds for <strong>Program Open Space<\/strong> were restored after prolonged budget negotiations. Governor O&#8217;Malley and state lawmakers showed strong leadership in preserving funds for Maryland&#8217;s premiere land conservation program.<\/span><\/span><\/li>\n<li><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">The Governor&#8217;s budget invested in transit at the same level as highways for the first time in the State&#8217;s history. The legislature left transit funding intact.<\/span><\/span><\/li>\n<li><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">Funding was mostly preserved for the <strong>Community Legacy Program<\/strong>, Maryland&#8217;s highly successful program to support redevelopment in towns and cities.<\/span><\/span><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">\n<p>                  <\/span><\/span><\/li>\n<\/ul>\n<p><strong><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">Smart and Fair Growth: Mixed Results.<br \/>\n <\/span><br \/>\n<\/span><br \/>\n<\/strong><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">The biggest disappointment this session was<br \/>\n<\/span><br \/>\n<\/span> <span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">the failure to make real progress on growth policies. 1000 Friends brought together a diverse coalition of leaders in smart growth, the environment, hou<br \/>\n<\/span><\/span><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">sing and faith-based communities to fight for standards and accountability in local planning decisions. Although the bill did not pass, we did win some elements of this policy on the House floor and have set the stage for next year&#8217;s fight. The Governor and General Assembly also took strong action to correct the court decision about Terrapin Run.<br \/>\n               <\/span><\/span><\/p>\n<ul>\n<li><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">Our top priority bill, which would have set performance standards and accountability in local land use plans, did not pass. <\/span><\/span><\/li>\n<li><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">The Governor&#8217;s bill to correct the court decision about Terrapin Run and make zoning decisions consistent with local growth plans passed.<\/span><\/span><\/li>\n<li><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">The Maryland Heritage Structure Rehabilitation Tax Credit Program, or Historic Tax Credit, was not reauthorized, a blow to a highly effective tool for redevelopment and smart growth.<br \/>\n                  <\/span><\/span><\/li>\n<\/ul>\n<p><strong><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">Global Warming: Big Victory!<\/span><\/span><\/strong><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\"> The General Assembly passed the Greenhouse Gas Reduction Act. This strong law will reduce global warming pollution by 25 percent below 2006 levels by the year 2020. <\/p>\n<p>               <strong>Greener Growth: Key Victories. <\/strong>Several bills passed this session that will reduce the impact of development on the environment. <br \/>\n               <\/span><\/span><\/p>\n<ul>\n<li><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">The legislature passed the first bill in the nation to require the removal of all nitrogen pollution from septic systems. The scope of the bill was limited through the legislative process to just designated critical areas that have the biggest impacts on the Bay.<\/span><\/span><\/li>\n<li><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">Private homeowners were prevented from building sprawling, environmentally untenable homes by installing private wastewater treatment plants to allow the growth.<\/span><\/span><\/li>\n<li><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">The strongest energy efficiency codes in the nation were adopted.<\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 10pt;\"><span style=\"font-family: Arial;\"><strong>Transportation Choices: Small Steps. <\/strong>No significant legislation passed this year to create a more balanced transportation system with more options for walking, bicycling and using transit.<\/span><\/span><strong> <\/strong><\/p>\n<ul>\n<li><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">Transit-oriented development received a boost with the Governor&#8217;s bill to allow the use of local taxes to finance development efforts near transit stations.<\/span><\/span><\/li>\n<li><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">Efforts to de-fund the Inter-County Connector did not succeed<\/span><\/span>.<\/li>\n<li><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">Legislation to promote bicycling, including a bill to give bicyclists 3&#8242; when passing, failed.<\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: Arial;\"><span style=\"font-size: 10pt;\">Want to dig deeper?
