The Baltimore Regional
\n Transportation Board (BRTB) is currently seeking a
\n volunteer to sit on the Bicycle Pedestrian Advisory
\n Group (BPAG), to represent citizen interests related to
\n bicycle and pedestrian planning in the
\n region.   
 
The primary role
\n of the BPAG is provide advice and assistance to the
\n Technical Committee concerning bicycle and pedestrian
\n projects, and update and evaluate the Regional Bicycle
\n and Pedestrian Plan.  
 
The BPAG
\n is an appointed committee of the Baltimore Regional
\n Transportation Board.  The citizen members will
\n serve a two-year term, starting in February 2009.

Street Smart is an annual
\n public education, awareness and behavioral change
\n campaign in the Washington, DC, suburban Maryland and
\n northern Virginia area. Since its beginning in 2002, the
\n campaign has used radio, newspaper, and transit
\n advertising, public awareness efforts, and added law
\n enforcement, to respond to the challenges of pedestrian
\n and bicyclist safety.<\/span><\/span>
 <\/span><\/span>
The Street Smart
\n program emphasizes education of motorists and
\n pedestrians through mass media. It is meant to
\n complement, not replace, the efforts of state and local
\n governments and agencies to build safer streets and
\n sidewalks, enforce laws, and train better drivers,
\n cyclists, and pedestrians.<\/span><\/span><\/p>\n

The program is
\n coordinated by the National Capital Region
\n Transportation Planning Board (TPB), and is supported by
\n federal funds made available through state governments,
\n and funding from some TPB member
\n jurisdictions.<\/span><\/span>

\n Cities Struggling to Create Bike-Sharing
\n Programs  
\n  <\/span>\"Bike-share\"<\/span><\/strong><\/span>Watching
\n the success of a massive bicycle-sharing program in
\n Paris, where more than 20,000 bikes are now available
\n for public use at self-service racks, several large U.S.
\n cities have been exploring launching such service.
\n Enthusiasm to reduce traffic congestion and pollution
\n through greater bicycle use is being tempered by
\n questions over funding and liability concerns,
\n however.<\/span>
 <\/span>
Early
\n bike-sharing efforts involved placing donated or
\n unclaimed lost bikes around the city and relying on the
\n honor system that users would return them. Many end up
\n being stolen, however. So, following the Paris model,
\n cities are now looking at more high-tech systems that
\n require swiping a credit or membership card to guarantee
\n the bike’s return.  <\/span><\/p>\n

Washington
\n became the first American city to start such a program
\n in August. Jim Sebastian, District of Columbia
\n Transportation Department planner, said more than 900
\n users have signed up so far with an average of 150 daily
\n rides among the 100 bicycles in service. Only one has
\n been stolen and that user was billed $550 for a
\n replacement bike, USA Today reported. The D.C. program
\n is funded by Clear Channel Outdoor under an agreement
\n that gives the company advertising rights on the city’s
\n bus stops.<\/span>
 <\/span>
Transportation
\n officials in other cities including Boston, Chicago, and
\n San Francisco are studying the Paris and Washington
\n programs in hopes of starting up similar services. But
\n efforts are being slowed in Boston by liability issues
\n over who would be at fault if a bike-sharing user gets
\n injured while using the service, in Chicago by funding
\n questions, and in San Francisco by anti-bicycle
\n activists who sued the city to halt construction of bike
\n lanes until the impact on automobile traffic could be
\n properly studied. <\/span><\/span><\/p>\n
